MOSA was codified into law in 2017 via the National Defense Authorization Act (NDAA) Fiscal Year (FY) 17 Section 805 which became Title 10 U.S.C. 4401, 4402, 4403 with the intent of acquiring more interoperable and reconfigurable capabilities by fostering more competitive solutions at both the program and component level and opening the door to further collaboration between industry and government. On September 29, 2020, the DoD issued an updated interim rule within its recent CMMC program. The updated rule announces the DoD Assessment Methodology (Assessment Methodology), an interim requirement for contractors before undergoing a full CMMC review.
The interim rule is designed as a two-phased approach to assess and verify the ability of contractors to protect controlled unclassified information (CUI) on their internal systems. Under this new guidance, the two phases of compliance are: (1) gap assessment using the NIST 800-171 DoD Assessment Methodology, and (2) formal CMMC certification.
