MOSA was codified into law in 2017 via the National Defense Authorization Act (NDAA) Fiscal Year (FY) 17 Section 805 which became Title 10 U.S.C. 4401, 4402, 4403 with the intent of acquiring more interoperable and reconfigurable capabilities by fostering more competitive solutions at both the program and component level and opening the door to further collaboration between industry and government. Session 2: Fireside Chat with John Van Houten, Featuring a discussion on initiatives and procurements that involve MOSA. Moderator John Stough, Exocubic.
Session 3: From MOSA Requirement to Execution, Discussion on how to take an S&T requirement and transition into the acquisition process; end-to-end value stream. Panelists: Mark Spencer, Avilution, Steve Tomita, Booz Allen Hamilton, government representatives. Moderator: Patrick Ward, Booz Allen Hamilton.

Session 5: Continuous Integration and Testing for Modular Development, Testing shouldn’t just be reserved for the end of the development process. We need to integrate testing continuously to ensure engineering development is satisfying the requirement (similar to what we see in the commercial realm). Industry, government and academia will gather in-person on June 13 to examine the findings of a report by the Baroni Center for Government Contracting, The Power of Many: Leveraging Consortia to Promote Innovation, Expand the Defense Industrial Base, and Accelerate Acquisition. The report is co-authored by Baroni Center Senior Fellow Stephanie Halcrow and Moshe Schwartz, President of Etherton & Associates. Both will participate as panelists.
The first panel will discuss The Consortia Model’s Impact on the DIB and Innovation. Among the insights to be shared are how the consortia model improves the health and resiliency of the defense industrial base as well as provide the government and industry with a powerful tool to spur innovation. Joining Halcrow and Schwartz on the panel is Brigadier General Al Abramson (retired).
The second panel, How to Leverage OTs and Consortia to Grow Your Business, takes a deeper dive into this topic by examining OTAs, the consortia model, and how government and industry partners leverage these vehicles to diversify their suppliers and grow their customer base.
